Towards a governance assessment framework for geospatial data: A policy coherence evaluation of the geospatial data policy in Flanders

Abstract. Governance Assessment Frameworks allow the identification of implementation bottlenecks and they can propose answers to identified challenges. However, no assessment framework has been developed 1) understand how governance factors affect development use geospatial data (GD) 2) comparison across different contexts. Previous research proved that GD are highly interrelated. Understanding relevance policy coherence, aiming address aforementioned gap, we Coherence Framework for Geospatial Data (CAFGD).
